You are guaranteed a heirloom set every 500 packs.
Once you get a heirloom set, the counter restarts to 0 and you must open another 500 packs to be guaranteed the other heirloom set.
If you get a set earlier than 500, it was pure luck but the counter goes back to 0.
Same with legendary items, one every 30 if you have not received one yet. If you have, the counter goes back to 0.
Since you're guaranteed to get Heirloom Shards every 500 packs, you could also just count up your Apex packs to know how close you are to the next one.

Why don't I have an heirloom yet? ›Hi @Envy_SSaint, If you still haven't received an heirloom I'm afraid it means you haven't opened enough packs to get an heirloom. I can really only recommend to keep an eye out when you open packs, since when you do hit that 500 pack threshold it will automatically give you one of the heirloom items.
