Hello,
I've seen others post about this issue but no resolution so I am bringing it up again:
I've been unable to receive calls on my IPhone. I will see the incoming call, then the call will disappear. When I check my call log the call shows as answered with the text: "Answered on other device". The person calling me gets a "You've reached a person whose voicemail box has not been set up yet" then the call hangs up.
I've disconnected all devices from my ICloud and this still happens. I've checked call forwarding and it is off. I've tried to reset my network settings and reset my IPhone and no luck.
I took my phone to my carrier and they said this is an Apple issue.
Does anyone know how to fix this?

We'd like to learn more to see how we can help. Are you unable to receive any phone calls at all or is this only happening with a specific contact? If you're unable to receive any calls, you'll want to be sure you've worked through all the steps in this support article: If you can't make or receive calls on your iPhone
If this is only happening with a specific contact, have you checked with them to see if they have your phone number or Apple ID possibly saved under a different contact on their device?

- IPhone X calls not coming throughFor the past year, I have had troubles with phone calls coming to me not ringing through. Everything else has worked fine, except for receiving phone calls. I visited my local carrier and they said the issue is not with them and to restart my phone frequently. I tried restarting the phone daily, but there were times after a few hours from restarting, I would get messages that someone was trying to call me but I received no indication that a call came through. I finally visited the Genius Bar last week to see what ideas they had. They reset all my settings, and if that didn't work to try a full reset. - Not receiving incoming callsWhen anyone tries to call me, they get an automated voice message saying 'the number you have dialled has not been recognised. please check the number and try again'.My iPhone is showing good 4G signal and I can still use mobile data, and send and receive iMessages and SMS messages.Here are two steps I have followed to try and permanently resolve the issue:Restart the iPhone. Once I perform the restart procedure, as listed here: https://support.apple.com/en-gb/HT201412 I can receive calls as normal again.Reset the 'network settings' as listed here: https://support.apple.com/en-gb/HT204027, I can receive calls as normal again.This issue keep recurring after a couple of hours, or a couple of days (very intermittent and inconsistent) it doesn't appear to be an issue with my SIM card, but with the iPhone itself. I contacted my carrier about this issue and they suggest it is the handset too. The iPhone is running the latest version of iOS at the time of writing this post (13.4.1)I also can't make out-going calls occasionally. Hello,
I’ve worked through all of the steps in the article listed.
To answer your question, This happens with all calls. I am able to call the person back. The call just seems to be getting forwarded when someone calls.

Go to Settings/Phone and check the setting for “calls on other devices”.
Also check the setting for Call Forwarding.
