That is a excellent observation. I was also told by eBay last yearthe perk is available only to new sellers to help them get going. I have also been told they come up with the 8 relist because the Fixed Price Listings were good for 30 days.
Only problem I had with using the function is you have to individually open each item and check the box. You can not check the box as a Bulk Listing function. This is very time consuming and hard to track when you have 500 Auctions.
According to their Policy on the 8 relist, there are no stated requirements to be able to use it and apparently it is automatic now so you do not have to check the box. I have not tried it for a few months so I do not know if it is working that way or not.
The only issue I have with the 8 relist is, if it is offered to you and you accept the offer then eBay needs to honor the agreement and not cut of the Auctions or charge you a listing Fee before you have used the 8 relists. That is so wrong.
