What is the budget reform law in the Philippines? ›

The landmark Budget Reform legislation is intended to support the government's expansionary fiscal policy where investments on public infrastructure will rise from 5.4% of Gross Domestic Product (GDP) in 2017 up to 7.3% in 2022 with the Build Build Build Program.

That act reasserted the Congress's constitutional control over the budget by establishing new procedures for controlling impoundments and by instituting a formal process through which the Congress could develop, coordinate, and enforce its own budgetary priorities independently of the President.

Government budgeting is important because it enables the government to plan and manage its financial resources to support the implementation of various programs and projects that best promote the development of the country.

Four phases comprise the Philippine budget process, specifically: (1) Budget Preparation; (2) Budget Legislation; (3) Budget Execution; and (4) Accountability. Each phase is distinctly separate from the others but they overlap in the implementation of the budget during the budget year.
