Yes, unless the Survivors cleansed every single totems prior to the last gen popping then a Dull totem will light up and the Killer can see it just like any Hex.

Neither the Killer nor the Survivors have any means to discern, which Hex is associated with which Hex Totem. The destruction of a Hex Totem is accompanied by a distinct map-wide audio cue of a thunderclap.

killers can't see the totem, you need to be VERY near the totem to hear it... if it was a hex totem that was turned into a boon totem, and you as a killer destroys the boon totem, (basically you revert it to a dull totem), it can be re-lit by a survivor into a boon totem again...

Auras and aura-like effects can affect totems (this includes degeneration effects), summoned totems are only affected by auras that affect defensive properties, summoned totems still use their summoner's skills. In order for an offensive aura to have an effect, it must affect the summoner, not the totem.
