Yes, that is true, however I was not aware of how you were accessing Wallet, since that wasn't included in your post. I was aware of security measures, and we probably would have gotten to that part eventually.
On my iPhone X with iOS 11.4, if I scroll down to the bottom of my Wallet, there is a button to Edit Passes. Do you see that? If not, then try power cycling the phone off/on and see if that helps.
