After you set the organization-wide sharing settings for Microsoft SharePoint and Microsoft OneDrive, you can further restrict the external sharing for a specific OneDrive user.
Instead of changing the external sharing setting for an individual user's OneDrive, you might want to block external sharing of sensitive information with Microsoft Purview data loss prevention.
Select the OneDrive tab, and under Sharing, select Manage external sharing.
Select a new external sharing level, and then select Save.

You can also change the external sharing setting for a specific OneDrive user by using PowerShell and running the Set-SPOSite cmdlet with the parameter -SharingCapability. For more info, see Set-SPOSite.
Go to Sharing in the SharePoint admin center, and sign in with an account that has admin permissions for your organization. Under External sharing, expand More external sharing settings. Select Allow only users in specific security groups to share externally, and then select Manage security groups.

In the left column, select a site. (For a channel site, select the link in the Channel sites column and then select the site.) On the Settings tab, select More sharing settings.Select an external sharing option (see the table in the next section).
In the left column, click to select a site. Select Sharing on the command bar. Under Default sharing link type, clear the Same as organization-level setting checkbox. Choose the default sharing link setting that you want to use for this site, and then select Save.
In the SharePoint admin center, under Policies, select Sharing. Under External sharing, drag the SharePoint slider down to Only people in your organization. (The OneDrive slider is dependent on SharePoint and will also be set to Only people in your organization.) Select Save.
If the Share option has been greyed out, or is missing from the right-click context menu, your organization's admins may have restricted the feature. Admins can change the User Account Control policies to allow OneDrive context menus.
To change the permission level for an individual or group, click the down arrow next to the SharePoint permission level for that person or group and select Full Control to add them to the Site owners group, or Read to add them to the Site visitors group.

Behind the scenes, SharePoint in Microsoft 365 provides the content services for all files in Microsoft 365, including files you work with in Teams, Yammer, and Outlook.
Click on Sharing on the left side list of links to show the Sharing options screen.Set the default sharing options which can be found under the Default Link Type settings and click Save. I would suggest that you choose “Internal” which will require people to log in to Office 365 before viewing or editing a document.
Each SharePoint group is assigned a default permission level. For example, the default SharePoint groups are Owners, Visitors, and Members, with Full Control, Read, and Contribute as their default permission levels respectively. Anyone with Full Control permission can create custom groups.
Open an existing SharePoint list from within SharePoint
Navigate to the list.
Select the list, and then on the List tab, in the Customize List group, click Customize Form to launch InfoPath and automatically load the list for customization.
SharePoint has external sharing settings at both the organization level and the site level (previously called the "site collection" level). To allow external sharing on any site, you must allow it at the organization level. You can then restrict external sharing for other sites.
You may go to OneDrive for Buiness, right click the files you need to share > Manage access > Advanced (An option at the bottom of the panel) > Stop Inheriting Permissions, OK (This action could create unique permissions for your shared files) > Grant Permission > Then you may enter "Everyone Except External".
Go to the list, library, or survey and open it. Go to the Permissions page using the steps in the previous section. Select Grant Permissions on the Permissions tab. Note: If the list or library is inheriting from the parent, you won't see Grant Permissions.
You can also do this by going to Site Settings >> Click on “Site permissions” under “Users and Permissions” group >> Pick the group where you want to add everyone in your organization >> New >> Add Users >> Enter “Everyone except external users” >> Click on “Share”.
