In my experience, financial institutions usually don't care. My previous employer did not include the employee name on direct deposit ACH records (Treasury Management decided that was a security enhancement) and over 20+ years I could count on one hand the number of issues I had with it (usually debit card account vendors such as Green Dot, and maybe once with a credit union). I don't think it's at all uncommon for employees to direct deposit all or a portion of their pay to other accounts -- maybe sending some money to the parents or children, or sending funds to a Michigan Education Savings Program account or other IRC section 529 tuition investment account, or another reason.

Reality is that you don't know who is the account owner. The names printed (or not printed) on personal checks says nothing about the account owner. If you have self service where employees enter their own direct deposit enrollments, you have nothing to even look at (unless you're requiring that every employee submit documentation, which defeats the point of self service). The employee tells you where to send his/her money and that's what you go with. I'm not an attorney but I've never heard of a situation where an employer was held liable because another account owner subsequently took the funds and ran off with them.

One reason I hear for not allowing direct deposit to other accounts is so that reversal transactions can be processed. Fact is, ACH rules do not require the consent of an account owner for a reversal processed within the allowed five-day window. (Debit transactions, such as when your utility company or cellphone provider pulls funds to automatically pay your bill, are another story.)
