Yes, however you can start raising favor for it without donating a Spirit Petal. This is why it's recommended to donate your last Spirit Petal, as by then you'll have raised a ton of favor and will get Windy Bee much quicker.

Also, @GumdropTheGummyBee I disagree with that. Windy bee is extremely useful for grinding pollen. Eventually, the pollen would be easier to get petal belt faster for two reasons, quests and honey. You should do it first or second so you don’t worry about ingredients for petal belt since they are very expensive and might not be worth the grind. You’d also not have to worry about the expensive things you have to donate, you also take in fact all you get is winds after you get windy bee, which is useful for pollen collecting too. Also, if you are a white main, it’s white boost is op, and it’s gifted conversion ability is very good. It’s one of the few things that makes white pollen good/easier.

I never said Windy Bee wasn't good. It's extremely good, and in my opinion, the best bee overall. What I am saying, however, is that it's extremely difficult to obtain Windy Bee if you donate first or second. By the time you get Windy Bee, you'll have the honey and the materials for Petal Belt, simply because of how tough the quests are meaning that if you do end up getting the 3rd Spirit Petal, you're good enough at the game to where Petal Belt isn't expensive.
You got a point but I didn’t mean to say you said it was bad. But still, windy bee would be easier if your a white main. Anyways, spirit bear needs a lot of white pollen...
