An Enforcer is a member or associate of a crime family or criminal organization that specializes in handling those who do not go along with organization policies, rules, or deals. Enforcement often involves threats and/or actions of violence, beatings, or murder. Enforcers are commonly used for collecting money from individuals who are behind or unwilling to pay what they owe. Some may work exclusively as hitmen or contract killers, either independently or for a specific organization or crime family.

The Marcano Crime Family uses enforcers as protection for their various rackets. They typically have anywhere from one to three, depending on need, and they're posted around the district guarding various racket assets. The Southern Union also employs five enforcers to keep the African-American population of Frisco Fields in line.
