1- Check Steam Server Status
As mentioned earlier, transaction errors can occur if the server is unavailable. To check whether the corresponding server is working normally or not, you can check the official Steam server status page.
If you are unable to access the server, you can resolve the issue by adding the Steam executable to the exceptions list or running the client as an administrator.

2- Disable Proxy Services
Make sure you are not running any proxy services when accessing your Steam client for transactions. Steam does not support proxy services, especially when it comes to game purchases.
Therefore, disable your proxy service, restart your system, and then try Steam again.
3- Cancel previous pending transactions
Pending transactions can occur when you make a new purchase while your previous purchase is still pending. This problem occurs when your previous transaction was not completed. As a result, the Steam client will no longer allow you to make purchases until you correct the previous pending transaction.

4- Switch to Steam website
