Step 1: Complete a Pennsylvania Pre-Licensing Insurance Course
To qualify for the Pennsylvania insurance license exam, you must complete a pre-licensing insurance course that is certified by the Pennsylvania Insurance Department. Upon passing the pre-licensing course final exam, you will be awarded a Certificate of Course Completion.

Your Certificate of Course Completion is valid for a period of 12 months from the date you pass your pre-licensing course final exam.
Step 2: Pass the Pennsylvania Insurance License Exam
Upon successfully completing your pre-licensing insurance course, you must register with PSI Services to take your state insurance exam. Exam reservations can be made online at the PSI website by following the steps below and clicking the 'Register for the State Exam' button, or over the phone at (800) 733-9267.
- Click on the link that reads 'Government/State Licensing Agencies' on the left-side of the PSI website
- Choose Pennsylvania from the 'Select Jurisdiction' drop down menu and wait for a second drop down menu to appear
- Choose PA Insurance from the 'Select Account' drop down menu
- Click on your exam from within the 'Classification' box
- Click the button that reads 'Sign In or Create An Account' and follow the instructions provided

About the state exam
- You are required to present your Certificate of Course Completion that you received from your pre-licensing insurance school and a current form of identification with a photo (driver's license, passport, etc.) that exactly matches the name on the exam registration at the testing center.
- You should arrive 30 minutes before your scheduled appointment to allow time for check-in procedures. If you arrive late you will not be allowed to take your exam and will forfeit your exam fee.
- Applicants with disabilities that require special accommodations or applicants whose primary language is not English who are requesting additional time should indicate this prior to your online exam registration. You can contact the testing administrator at (800) 733-9267 for additional information.

Step 3: Complete an Insurance License Application
Once you have passed your state insurance exam you can apply for your insurance license through the Vertafore website using the kiosk at the PSI testing center. During your application you will also register and pay to have your fingerprints electronically scanned to complete a background check by the Department of Insurance, as detailed in the next step below.
License qualifications
- Must be at least 18 years of age
- A resident of the state of Pennsylvania
- Pass the state insurance exam for the lines of authority for which you are applying
- Must not have committed any act that is a ground for denial, suspension, or revocation of license

Step 4: Submit Electronic Fingerprints
You must schedule an appointment to submit electronic fingerprints to complete a background check. The Pennsylvania Insurance Department requires fingerprints to ensure that applicants do not have a disqualifying criminal or social services background that would prevent them from being a licensed insurance agent.
When scheduling your appointment at the IdentoGO website, you must use the appropriate service code assigned to the Pennsylvania Insurance Department, which is 1KGBGJ. Using the correct service code ensures the background check is processed for the proper agency and submitted for the correct purpose. You will be provided a registration number upon scheduling your appointment, which you must bring on the day of your fingerprint appointment.

Print your insurance license
Once your application has been approved by the Department of Insurance, you may print your Pennsylvania insurance license.
