As long as your back-up method of funding has money available, you don't need to have a balance in your account. For instance, if your PayPal account is empty and you wish to buy a tank of gas for $30, you can still use your debit card as long as the bank account that is linked to your PayPal account has at least $30 available for your use.

Question
Can I use a Comdata card to send money to Paypal?
Community Answer
Yes, but you have to register your card at comdata.com before you can use it on Paypal. When you go to register your card on there, it will ask you for a 5 digit code which is your employee ID. Its in the upper left corner of your pay stub. When you add the card to your Paypal account, be sure to list it as Regions Bank.
