LTOs (Land Transport Offices) have long addressed the problem of noise generated by motor vehicles and motorbikes.
Most vehicles are designed to have low noise levels.
This is because exposure to loud noise can have a negative impact on both riders and passengers.
Nevertheless, the LTO believes that national standards are needed to set maximum noise level limits for all vehicles.
This criterion was originally set at 115 decibels, but was recently changed to 99 dB with the release of LTO Memorandum Circular No. 2020-2240, which states that the exhaust noise level of a vehicle muffler (silencer) should not exceed 99 dB when the engine is set at 2,000 to 2,500 rpm. This means that a Motor Vehicle Inspection Technician (MVIT) from a Private Motor Vehicle Inspection Centre (PMVIC) will rev a motorcycle or other motor vehicle up to 2,500 rpm while measuring sound with a decibel meter.The LTO Regulations also clearly stipulate that the sound level meter should be located 0.5 metres behind the exhaust outlet, parallel to the ground and at a 45 degree angle. The exhaust noise must be less than 99 dB.
Exhaust sound readings above 99 dB indicate that the test has failed. MVs and motorbikes with exhaust pipes exceeding 99 decibels will be issued with a Motor Vehicle Inspection System Report (MVIR), which will guide you through any necessary repairs or modifications. Once completed, the motorcycle can be taken back to the Private Vehicle Inspection Centre (PMVIC) for re-inspection.
A fee of 300 pesos is charged for the re-inspection.
If corrections are not made, there is a risk that the vehicle may be arrested or impounded in accordance with current LTO regulations.
Please note that any infringement of this LTO regulation represents a violation of the LTO regulation on improper use of accessories, devices, equipment and parts and will result in the payment of a fine amounting to 5,000.00 pesos and lead to impounding and a mandatory replacement of the exhaust pipe, right there at the impounding area.
Among other things, LTOs have set lower national standards, not only for the benefit of drivers, but also to help reduce noise pollution in the country.
LTO regulations are subject to sanctions and penalties if a vehicle is arrested or fails to pass an inspection mandated by the LTO.
