At 60 you're fairly able to solo Legion raids and below (keep in mind most of the old content raids are tuned to Lv. 30 now so you're unlikely to solo them until at leas 40). BFA raids in general aren't soloable even at 70 because of mechanical reasons..

There are four raid tiers in Legion, with the first tier being The Emerald Nightmare that opened three weeks after Legion's release along with the small raid Trial of Valor that opened in patch 7.1, the second raid tier The Nighthold in patch 7.1. 5, the third raid tier Tomb of Sargeras in patch 7.2.

Getting to the Tomb of Sargeras

The Tomb of Sargeras is located in northern Broken Shore. If you have flying then reaching the entrance is easy - just fly past Wrynnfall, to the green circle on your map. You can't miss the large green portal!

The raid entrance is at the end at coordinates 44, 60. If you have no obtained the shortcut portal, you can get there through the building entrance in Suramar City at 46, 64.6. Once you enter, simply continue forward.

In order to unlock the invasions, you need to have completed the quest Uniting the Isles on at least one character. This will unlock World Quests for the other characters on your account, allowing characters level 39 and above to complete Legion Invasions. These quests cannot be completed as part of a raid group.

They were soloable at 60, so yeah, definitely at 70 too. I did F2L2 at 60 before I hit 70 (at lvl 60). I always could solo (except for when they brought knock off back on aggramar), and was ilvl 299 for it. I struggled with avatar but could solo.

Legion Raids are an endgame Lost Ark activity, usually completed by one or two teams of 4 players, and can net you good rewards in terms of items and gold.

The Emerald Nightmare is Legion's first raid, opening on September 20th. There are seven boss encounters, which we have strategy guides covering all difficulties: Nythendra, Elerethe Renferal, Ursoc, Il'gynoth, Dragons of Nightmare, Cenarius, Xavius. The Emerald Nightmare is a partially non-linear raid.

Abyss Dungeons and Legion Raids can ONLY be done ONCE per week per character.

Players can participate in Legion Raids after completing the guide quest '[Guide] Notice: Legion Raid'. Once you've completed the guide quest, you can visit the “Lunar Knights” NPC located in Vern castle to start the quest 'Resurrected Lord of Destruction' which tells the story of Valtan.

If your character is level 50 or above, visit the Hero's Call Board in Stormwind or the Warchief's Command Board in Orgrimmar and pick up the Broken Shore option "Fight The Legion". This will grant you the quest "The Legion Returns" (Alliance/Horde).
