No... you need to press alt+enter to go fullscreen again. If you do the method correctly, there is absolutely no input lag from it. You probably have a bad command or launch option somewhere or you didn't follow the method properly. Remove -high from launch options if you have it and make sure you haven't set Apex's priority to high in registry, don't use -threads either, set -refresh 60 or -refresh 144 etc. depending on your monitor's refresh rate, use cl_smooth 1 in your autoexec.cfg/settings.cfg, go to msconfig > boot > advanced > number of processors and set it to the maximum (and restart), and finally, force display scaling with Custom Resolution Utility if you're using a non-native resolution.
