Octane is a so so kind of legend where he has not received anything ever since his launch.
Stim
Though I do somewhat remember that Bangalore pre-season 1 ran 40% faster, but since Octane has been in game Bangalore runs 30% faster.
So what i'm implying here is that Bangalore "use to" run 10% faster before Octane, but yet Octane loses HP to run the same speed? So why can't Octane run a bit faster? Like just 5-10% more? Maybe while not stimmed? (especially since revenant seems to be one that doesn't like his opponents to run)
Though I see the concept for Octane and why he was made, but in mid-gunfight his stim is a real disadvantage
Maybe while he is stimmed he is harder to hit like Bangalore?
Passive: Swift Mend
Okay this has helped in situations when you just used a syringe and just have 4 health remaining to heal, so it saves you from using another syringe. BUT that is about it! Octane's passive is so weak and useless. It barely helps in any situation.
Say you just ran from a squad and barely made it alive. (Average Game) and you have no heals. Octane relies just on his passive. Chances are the squad you ran from are going to find you before your even 15 health. So make it more constant and able to regenerate even if being injured or damaged. (Let if fight slowly against bullets and the ring). At the least the 1 hp a second might do well... anything.
Jump Pad
Okay so the jump pad lets you well jump through the air, and well also leave you vulnerable to almost anything. Also Pathfinder can both get high ground and move faster than Octane (all in one ability) The jump pad should one go higher, but you should also fly through the air faster or fall faster. Anyone on a jump pad is moving way too slow and can get shot easily. So just move faster in the air. It should (somewhat) work like the jump pads from winter express, but not straight up.
Now this suggestion is unlike but I think the Jump-pad needs the most improvement so maybe allow it to stick to walls? Allowing for fast vertical movement?
Just as in the Season 2 trailer. It showed what Octane could be and what he needs improved on:
Like in the trailer he acted like Bangalore dodging both the Mastiff and L-Star (needs)
Also showed him vulnerable to bloodhounds arc star using the jump pad (change)
Running faster than everyone while not stimmed (needs)
Note: Run 10% faster while not stimmed (default speed)
So Yes Octane needs a definitely needs a buff to all of his abilities. I know he is a risk taker, but he shouldn't be the one legend always (and everyone knows him to be) at a disadvantage in gunfights and speed.

PLUS ULTRA: Hold Tactical ability makes Octane run long as needed but you lose health at a steady but slow rate.
