Same problem, on multiple cards and coupons in my iOS wallet. These instructions are not working. After tapping on the three dots, there is no option to remove or delete.
I figured out the solution. You must open the Wallet app from the home screen to remove a card.
This is different from opening Wallet by double-tapping the side button on the iPhone. From that view of the Wallet, the three buttons appear BELOW each card (rather than above the card), and there is no option to remove.
You must use the Home app to remove a Home Key pass. You can't remove a Home Key pass directly in the Wallet app. Some limited or single-use passes, such as boarding passes or event tickets, are automatically hidden after they expire.
Apple Pay is currently only available in the US and UK. If the region on your phone is set to something else, you will only have the 'Passes' option in Wallet. Try going onto your settings and open wallet and apple pay. There should be a section with cards to add a credit or debit card.
iPhone: Go to Settings > Wallet & Apple Pay > scroll down to Transaction Defaults and update your shipping address, email, and phone number. Apple Watch: In the Apple Watch app on your iPhone, tap Wallet & Apple Pay > scroll down to Transaction Defaults and update your shipping address, email, and phone number.
Open the app, email, message, notification, or other communication that contains your pass. Tap Add to Apple Wallet. Note: If you don't see Add to Apple Wallet, contact the merchant or company that issued it to make sure they support passes in the Wallet app.
