I have a couple of Iphones and several windows PCs with different operating systems from Win 7, 8, 10 and 11 and they all do the same. I'm able to link the PCs to the iPhones over Bluetooth but none of them allow using USB cables. How to use USB connection with Iphone internet connection?

On your iPhone:
- Unlock your iPhone and go to "Settings."
- Tap on "Cellular" or "Mobile Data," depending on your iOS version.
- Look for "Personal Hotspot" and tap on it.
- Turn on the Personal Hotspot toggle switch.
- You may see a prompt to enable Wi-Fi and Bluetooth. You can choose to enable them or use USB only, depending on your preference.
- Connect your iPhone to your Windows PC using a USB cable.
On your Windows PC:
- Once connected, your PC should recognize the iPhone as a network device.
- Open the "Settings" app on your Windows PC.
- Go to "Network & Internet."
- Click on "Ethernet" on the left sidebar.
- You should see a new network connection labeled as your iPhone. Click on it.
- If prompted, enter the password (you may find this in the Personal Hotspot settings on your iPhone).
Keep in mind that the steps may vary slightly depending on your Windows version.
If you encounter any issues, ensure that your iPhone has a cellular data connection additionally, make sure you have the latest iTunes software installed on your Windows PC, as it includes necessary drivers for iPhone connectivity.

The second article says "You can use a cable to directly connect your iPhone to a Mac with OSX 10.9 or later, or to aPC with Windows 7 or later." There are no further details about how to set things up on Windows.
Might want to check the cable and make sure that it is one that can transfer data – not just a "charging cable" that is good for charging devices that want 5V power, and nothing else.
