My computer never nags me, out of all of the tech in my life the only company that nags me is Apple. To the point it’s so annoying I end up googling how to deal with it and find myself reading this forum reading your unhelpful and bad examples of other companies or more specifically things that also nag us, which don’t.

You can control or turn off the emails Apple sends by signing into your Apple ID account at Manage your Apple ID.
Click on the Privacy setting, the last option on the left side.
Click on Messages from Apple.
Then make your choices. The iCloud+ upgrade messages are most likely from the ‘Announcements’ option.
This ought to stop the emails being sent.

If you’re iCloud storage is full or near full, the nags will never stop unless you delete content to free up space or subscribe to have access to more space. It is just like the nags on your computer when your hard drive is full or near full. Full or near full iCloud storage means that backups may fail or be corrupted. Changes to contacts, notes, calendars, other sync’d data may be lost. Also your iCloud email may fail to send or receive new emails as storage is full.
Just like a full hard drive, until you address the full storage situation, the nags will not stop. This has nothing to do with emails or text announcements from Apple.

If you've never filled your computers available storage, then of course it would never nag you. But I can assure you that Windows, Linux and MacOS will issue nag prompts if your available computer storage is full or very near it. The operating systems are designed to alert users when the device storage is near full, as data corruption and other bad things will inevitably follow when you ignore a full computer hard drive.
You cannot just continue to use computer or online storage when there is no space for whatever you're trying to use it for. Storage space is finite, and systems will break if if is full and you continue to use it.
