I think you may confusing Find my iPhone (which allows you to locate your device when lost/stolen) and Sharing your Location with Friends/Family. -> Turn off Find My on your iPhone, iPad, or iPod touch - Apple Support
Find My iPhone does not alert anyone about you disabling it. Those who can locate you are still able to do so.
To Stop Sharing your location, you'd need to follow these steps:
-> Find friends and share your location with Find My - Apple Support > Stop Sharing Your Location
These are two separate features, but to answer your question:
YES, if you stop sharing your location with <who ever> they do receive information about sharing location has ended.
