I gave back my phone to apple while got a new phone and that old iPhone is no longer on my ICloud. I’m having issues adding my state state ID to my new IPhone

Adding State ID to Apple Wallet:
A. Use these Two Links:
- Add your Identity Cards to Wallet on iPhone - Apple Support
- Add your Driver's License or State ID to Apple Wallet - Apple Support

B. Contact Apple Support:
Have the Apple Rep run you through the fix.
- Contact Us - Choose Locations
- Proceed from there, as necessary
- Why the Wait:

The Related Article assumes that, for the most part, you still have your old, unearned iPhone and can remove your state ID from it.
There is a section saying:

If your device has been lost or stolen
- Learn how to erase your device from iCloud.com.
- Use the Find My app to erase your device.
- Contact your state issuing authority to report that your license or state ID is lost or stolen.
When you erase your device, you remove all cards and passes from Apple Wallet, including your driver's license or state ID.

One might infer the rule:

If your device has erased or removed from your account
Contact your state issuing authority to report that your device has been erased or removed from your account, and ask them where to go from here.

I also have the same problem. I first called my state DMV, and they told me it's a problem with Apple Wallet, and gave me a number to call.
After calling Apple, they have told me that they haven't run into this issue before and were unsure what the problem is.

I believe that only four states currently support adding state IDs to Apple Wallet – Arizona, Colorado, Georgia, and Maryland. If you live somewhere else, that might explain why you can't add your ID.

According to the Support documents, Georgia is a participating state, but
- You can add only one license or ID to one iPhone and one paired Apple Watch at a time."
- "If your driver's license can't be added, contact your state issuing authority."
- "If your driver's license can't be added because it's already associated with a different Apple ID or added on another iPhone, you need to remove your license or ID from the other Apple ID or iPhone. You also need to remove your license or ID from your paired Apple Watch before you can add it to a new iPhone."
At a guess, I'd say that erasing the old phone only removed its association with your ID from the phone, and not from whatever server is verifying and enforcing the above rules. You'll probably have contact the appropriate ID issuing authority in Georgia to get things straightened out so you can add the ID to the new phone.
