Yes. If you receive an email like this, it's for one or more of these reasons:

You haven't used your OneDrive account in two years.

You have exceeded your OneDrive storage limit for more than 12 months.

If you don't think this applies to you, it could be you used your work or school account to create a personal Microsoftaccount some years ago.

This could have been for Xbox, Skype, or Outlook.com, but it resulted in aOneDriveaccount also being created. This is normal for all Microsoft Accounts.
