I would like to change my country/region for my Apple ID and I just want to know if I have to repurchase all the apps again. I read somewhere that my purchases will still be available but it also depends if it is available on the country/region and that I can still download without purchasing it again. Can someone confirm this?

The apps can be updated if it is on the device. But not on the computer. After these apps have been updated on the device and sync to the computer, any new updates of those apps can then be seen in iTunes.
But not all of the apps are shown. For example, I updated 10 apps on the device and synced it. Out of the 10, only 6 apps can then be updated on the computer while the updates for the 4 apps can't be seen.
Just wanted to share.

All content is tied to the account and the country that it was bought it.
Changing country does not delete any content from your devices and/or computer's iTunes library, you just won't be able to redownload any of it unless you return to the country that you bought them in and you have a billing address in that country on your account. Have you not got a copy of all of your downloads on your computer's iTunes library and on your backup ?

Is there a way for me to change my country but still have the apps? Repurchasing all of them again would cost a lot.

You will still be able to use the apps (unless the app itself has some sort of country-lock in it, I'm not aware of any that do) - and you will be able to sync them to your device from your computer.

If you are now in a different country then updating your address will remove all of your purchases/downloads from your previous country from the Purchased links for redownloading, but they won't be deleted from your device and/or computer's iTunes library - as well as being tied to the account, all downloads are tied to the country that they were downloaded in, so you need to be in a country and have a billing address in that country on your account to be able to redownload.

I do have the copies on my computer. If, for instead, I change the country, will I still be able to use the apps? Will it not check for the Apple ID region?
