Look back at the offer usually they are for specific categories. If the listings you are being charged for are in those categories included with the offer then call ebay and request a credit on your invoice. If the item you want to list is not in a included category then you will get insertion fee if you have used up your free listings for the month.
Also look at the offer to see what dates the free listings are good for it is possible the offer has expired by now. Perhaps double check to make sure you opted into it properly as if it did not get accepted then you would still get insertion fees.
