New and returning sellers do have selling limits. They are usually 10 items and $500 to start but can vary. A zero limit means you missed a step setting up your seller account.
You will need to adding your checking account to receive buyers payments.

If you are not being prompted to add your checking account after you try to list your first item then I recommend contacting customer service for assistance. You might want to try listing a lower priced item to start with just so you can sign up.

To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem.
