Part one
What does the Double-Click side button setting do?
In Wallet & Apple Pay there is an option to turn on Double-Click side button or turn it off. If it is on you can pull up cards and passes before you get to the terminal. Turning off Double-Click side button will not allow you to get cards and passes ready early.
This feature is not related to the requirement of Double-Clicking to confirm your payment. (see part two below)
To verify what this does;
Turn it off.
Go to your Home Screen and attempt to double-click side button. You will notice that the device goes to sleep.
Turn it on.
Go to your Home Screen and double-click the side button. You will notice that Wallet app is now open and ready for payment.
Part two
Remove Double-Click to pay requirement
There are two methods to remove the double-click requirement. Method one is Assistive Touch and method two is Switch Control.
Method 1 - Assistive Touch
If you do not want to Double-Click to confirm payment:
Go to Settings
Tap Accessibility (photo 1)
Tap Touch (photo 2)
Tap Assistive Touch (photo 3)
Confirm with assistive touch - turn that on and follow the instructions (photo 4). You will now be able to pay with Apple Pay without double-clicking the side button.

On an iPhone with Face ID, you can also use AssistiveTouch or use Switch Control to confirm payments with Face ID instead of double-clicking the side button.
The first double click opens the Wallet and readies the default payment method. The second double click activates Facial ID, a required step to initiate the transaction.
iOS 8: Double-tapping the Home button reveals not only the multitasking manager but some new contacts options, too. At the top of the screen, icons show the people you have most recently called or texted, as well as the people listed in your Phone app's favorites menu, to quick contact.
Go to Settings > Action Button. An image of the side of the iPhone appears with icons representing actions you can assign to the Action button. To choose an action, swipe to the action you want to use—its name appears below the dots.

Make sure that double tap is on. To check, open the Settings app on your watch, then tap Gestures > Double Tap. Double tap can't be turned on when any of the following accessibility settings are on: AssistiveTouch, Quick Actions, Zoom with Hand Gestures, or VoiceOver with Hand Gestures.
I go into it in-depth here, but the gist is Assistive Touch is a full navigational system designed for people with limb differences, whereas double tap is more like double clicking on your computer mouse. You use it to perform the “primary” action of an app at a given moment.
