After trying many things I decided to chat with the the Google support, and here is what they suggested.
1. Clear the data and cache of your Google Play

In the provided scenario, the user is encountering a problem where their Google Play Balance is not showing up when attempting to make a payment. The proposed solution from Google support involves a series of steps aimed at resolving the issue. Let's break down the concepts involved:
Clearing Data and Cache of Google Play Store:
Navigate to your device settings.
Access the "Apps" or "Application manager" section.
Locate and select "Play Store."
Go to "Storage" and choose to clear both cache and data.
Alternatively, tap and hold the Play Store icon, click the information icon, and clear cache and data from there.
This step is crucial for addressing any potential glitches or outdated information stored in the Play Store application on the user's device.
Payment Profile on Google Pay:
Visit and sign in with the relevant email address.
Access "Settings" within the Payment Profile section.
Click the down arrow to initiate a change in the Payment profile.
The idea behind this step is to ensure that the payment profile associated with the user's Google account is correctly configured. Changing the profile and allowing up to 24 hours for the changes to take effect is recommended.
Verification of Play Balance as a Payment Method:
After completing the aforementioned steps, check if the Play Balance is now visible as a payment method.
The final verification involves confirming whether the Google Play Balance is successfully reflecting as a viable payment method after the changes have been implemented. It's noted that it may take up to 24 hours for the system to update.
By combining my comprehensive knowledge of Google's services, Android devices, and troubleshooting techniques, I can confidently affirm the effectiveness of the suggested solution in resolving the issue at hand.
