When you delete a user in the Microsoft 365 admin center (or when a user is removed through Active Directory synchronization), the user's OneDrive is retained for the number of days you specify in the SharePoint admin center. (For info, see Set the default file retention for deleted OneDrive users.) The default is 30 days. During this time, other users can still access shared content. At the end of the time period, the OneDrive remains in a deleted state for 93 days and can only be restored by a SharePoint Administrator.

Restore a deleted OneDrive when the deleted user no longer appears in the Microsoft 365 admin center
If the user was deleted within 30 days, you can restore the user and all their data from the Microsoft 365 admin center. To learn how, see Restore a user in Microsoft 365. If you deleted the user more than 30 days ago, the user will no longer appear in the Microsoft 365 admin center, and you need to use PowerShell to restore the OneDrive.
If you installed a previous version of the SharePoint Online Management Shell, go to Add or remove programs and uninstall "SharePoint Online Management Shell."
Determine if the OneDrive is available for restore.
If you know the URL of the OneDrive, run the following command:
Get-SPODeletedSite -Identity <URL>
A user's OneDrive URL is based on their username. For example,https://contoso-my.sharepoint.com/personal/user1_contoso_com. You can find their username on the Active users (or Deleted users) page in the Microsoft 365 admin center.
Go to the OneDrive website. At the top of the page, select Settings > Restore your OneDrive from the left navigation. On the Restore page, select a date from the dropdown list or select Custom date and time. Use the activity chart and activity feed to review the recent activities that you want to undo.
A SharePoint site collection administrator can view and restore deleted items from the site collection Recycle Bin to their original locations. If an item is deleted from the site collection Recycle Bin, or it exceeds the retention time, it is permanently deleted.
After seven days, the OneDrive for the deleted user is moved to the site collection recycle bin, where it is kept for 93 days. During this time, users will no longer be able to access any shared content in the OneDrive. To restore the OneDrive, you need to use PowerShell. For info, see Restore a deleted OneDrive.
Files deleted from OneDrive are kept in the OneDrive Recycle Bin for 30 days for personal accounts. The files can be restored to OneDrive before then, or you can permanently delete them from your OneDrive. Note: If your recycle bin is full, the oldest items will be automatically deleted after three days.
If you do not see the file in the recycle bin, scroll to the bottom of the list, and click the link to "Check the Second stage recycle bin". Click the circle to the left of each file you wish to restore to select them. Click "Restore" from the menu at the top of the page to restore the file(s).
When a user's license is removed, all data that is associated with that user account is held for 30 days. After the 30 day grace period, the data is deleted and can't be recovered, except for documents that are saved on SharePoint Online.
