The area to the southwest is a marketplace. Speak to each merchant to see what they sell.
The shop on the top right is the traveling TM merchant. They sell the following Technical Machines:

The merchant on the middle right part of the marketplace sells Incense. These can be held by Pokemon to boost a certain elemental power, or they can be given to select Pokemon to breed a completely new Pokemon. Each incense costs 9,600.

The building in the west is the Pokemon Fan Club. It's filled with all kinds of lovers of Pokemon.

Show the woman in the pink dress a Pokemon that is friendly towards you. If you do, she will give you a Sooth Bell.

If you have a Furfrou, the Pokemon breeder on the right will trim it for P500.

Bring a Pokemon to the owner of the Pokemon fan club to show him how it's growing. If one of the Pokemon's contests conditions is very high (Cool, Beauty, Cute, Clever, Tough), the owner will give you a scarf to increase the condition during a contest.

Name Rater
The building above the Pokemon Fan Club on the west side of Slateport is the Name Rater's house. Speak to this man to nickname any Pokemon you have captured in this game. If you have a Pokemon that was traded from another trainer, you will not be able to rename it.
Stern's Shipyard
The building in the southeast is Stern's Shipyard. Talk to the man on the first floor to find Captain Stern's location. This will clear the line at the Oceanic Museum.

Oceanic Museum
The building in the east is the Oceanic Museum. A long line will be blocking the entrance when you first arrive in Slateport, but it will disappear after visiting Stern's Shipyard. Pay the P50 fee to enter the museum.

Talk to the grunt on the right side of the first floor to receive TM46 Thief.

Head up to the second floor to find Captain Stern. Speak to the captain, and two Team Aqua/Magma grunts will come by. They will challenge you to two Pokemon battles.

After defeating the grunts, you will deliver the Devon Parts to Captain Stern.
Exit out of the Oceanic Museum and try leaving Slateport through the northern route. You will be stopped by a crowd in front of the Pokemon Contest Hall. See what's going on to meet Lisia. She will give you a Contest Passand a Pokeblock Kit. Enter the Pokemon Contest Spectacular Hall and see what's going on.

The building in the northwest is a Pokemon Contest Hall. After meeting Lisia, speak with her in the contest hall to obtain a Contest Costume.

Exit out to the main hall and speak to the sailor up the stairs. He will give you TM41 Torment.
You can now enter Pokemon Contest Spectaculars. Contest are completely optional, which means you don't have to enter them if you don't want to. For more information on Pokemon Contests rules, see the Pokemon Contest Spectaculars page.
Win at least one Contest Spectacular, and the Pokemon Breeder in the Contest Hall will give you a Cosplay Pikachu! It will be Level 20, have the Naive Nature, and have the Lightning Rod ability. Its contest conditions are really high in all five categories, meaning it can easily go through the contest ranks.
